  1. Meeting called to order.

  2. Summarization of last month’s meeting minutes was read.

  3. Rick Herold (Director of Parks & Recreation), Tim Shinogle (Parks & Recreation Manager), and Rob Rodriguez (Parks Project Manager) were introduced. Rick Herold told the group all successful dog parks have advocacy groups. The Parks & Recreation Department is very glad to have our input into the dog park. Tim Shinogle told the group that the key to the park is adequate funding, and adequate parking. Part of the dog park is planned in a flood plain. The building of highway 161 will allow the city to build retention ponds, which should help with the flooding. City employees may do most of the work on the dog park. Rob Rodriguez showed the group the plans for the park site. The actual size of the dog park will be approximately 3 ½ acres due to the flood plain.

  4. Tim Shinogle stated the dog park could be open in about a year. Rob Rodriguez will work with the group on a conceptual drawing of the dog park that can be used to assist the group in fundraising efforts. Jim Cummings reminded the group of the money set aside for the dog park, and reiterated the need for the group to lobby City Council to be sure it is used for the dog park.

  5. Deb Koplen reminded everyone that once the bylaws are approved, they can be changed through the process set forth in Robert’s Rules of Order. Through discussion, the bylaws were approved as amended.

  6. Tim Shinogle asked the group if there were any important things they wanted to see in a dog park. Some of the things mentioned were: gentle beams, rough areas in the corners (no mow zone), paved exercise walkway around the perimeter of the dog areas, water, lighting, double gating, rocks around the concrete at the watering station, hitching posts near the restroom area, covered message board at the entrance, pooper scooper stuff at the entrance, memorial board, trees inside the gated area, possibly field turf in the small dog area, congregating areas away from the entrance, an agility area, and a place to rinse the dogs on the way out.
